On May 29, 2012, NIA President, Seang-Tae Kim and NIA Executive Director of the Global IT Cooperation Division, Jeongwon Yoon visited Doha, Qatar and signed a cooperation agreement with ictQatar. The cooperation agreement was in the form of a Letter of Intent (LOI) between NIA and ictQatar. ictQatar is the Supreme Council of Information and Communication and acts as Qatar¡¯s regulatory authority as well as implementing national programs in the area of e-Business, e-Government, ICT Infrastructure and cyber security. Dr. Hessa Sultan Al-Jaber is the Secretary General of ictQatar and served as the signee for the LOI between NIA President, Seang-Tae Kim and ictQatar.

The LOI states that NIA and ictQatar will strengthen cooperation and share knowledge in the following areas: Provision of assistance for e-Government and Informatization policies;Policy consultations and provision of technical assistance for e-Government and Information Infrastructure-building;Implementation of personnel exchanges and joint studies including study-tours, joint workshops, and seminars;Provision of assistance for e-Government-related business cooperation activities;Other areas of mutual interest regarding e-Governments that will be jointly decided upon by both parties in the future.

The LOI went on to state that Cooperation Framework would be established in the form of an 'e-Government Cooperative Working Group' in order to facilitate the implementation of cooperative activities under the LOI and to review its progress, in addition to other issues. The Working Group will be composed of representatives designated by NIA and ictQatar. The composition of and key agenda items for this Working Group, will be jointly decided upon by the Sides before each meeting of the Working Group.
