A delegation of experts organized by the Ministry of Public Administration and Security (MOPAS) visited Colombo, Sri Lanka to attend an expert meeting held on the March 11th to discuss and share experiences on electronic civil registration and smart ID card, a project which is being planned by the government of Sri Lanka.

Lanka Logistics & Technologies Ltd. (LLTL) had been appointed as the project manager, and the meeting was attended by Jaynth Wickramasinghe, the CEO of LLTL, senior staff, project office heads and local experts. The Korean delegation was comprised of experts from MOPAS, NIA, United Nations Project Office on Governance (UNPOG) and Samsung SDS.

During the meeting, the Korean experts shared their experiences in building citizen registry and ID card issues as well as Korea¡¯s solution for smart ID card. The attendees expressed particular interest in the process of making and issuing smart ID cards. Many questions were also directed towards security features of smart ID cards.

At the same time, the head of the Korean delegation Mr. Minsig Park, deputy director of Informatization Planning and Coordination Division, MOPAS cautioned against a technological approach and emphasized the need for appropriate policy considerations, especially on such issues as privacy, and cyber crimes because electronic citizen registry will be the basic building block for future e-Government projects.

Prior to the expert meeting the Korean delegation also visited ICTA of Sri Lanka and exchanged views on national ICT development. ICTA staff showed great interest in the implementation structure including the CIO systems of Korea.
